The Government has said that it will consider profiling passengers as it steps up its efforts to increase security measures at airports in the wake of the recent attempted bombing of an aircraft over Detroit. Full body scanners will be introduced at Heathrow airport within three weeks and more sniffer dogs will be used under a revised code of practice that will mean an increase in passenger delays at airports. Airlines are already asking passengers to turn up earlier at airports and to expect delays in boarding aircraft.

Alan Johnson, the Home Secretary, said “No one measure will be enough to defeat inventive and determined terrorists and there is no single technology which we can guarantee will be 100 per cent effective”. He added that although the scanners will be in use, it is unlikely they can detect every type of explosive, especially the liquid type used recently.

The body scanners used to detect objects inside the body use a higher level of radiation, there are concerns from various privacy bodies that the scanners are invasion of people’s privacy although the scanner operator would not be able to see the passenger being scanned at the time. The scanners would only work effectively if the operator were fully trained and able to understand exactly what they were looking for. In previous tests at some airports, the operators using the existing hand luggage scanners at airports have failed to recognise suspect objects and have allowed items to travel through.
